I have the same complexion and hair color.
I have lighter eyebrows however, and blue eyes.
My suggestion:
It may sound strange, but don't color you lips. Start with a very simple chap stick, and then a colorless lip gloss. After applying both of those apply a very thin coat of the same foundation you use for your skin onto your lips. I know it sounds weird, and I thought it was, too when my hair dresser recommended it on my prom night. However, it looks really nice. Just be sure and use a chap stick or something similar as foundation will really dry out your lips.
If you aren't comfortable with this idea, try using a very pale lip stick. Lip gloss isn't very attractive on lighter skin tones.
As for your eye shadow, light browns and ash grays applied right will really bring out green eyes. Or go entirely without.

If you would go to an upscale department store that sells several different brands of makeup, you would probably have fun. Plus enjoy trying all the different recommendations the technicians have to demonstrate on you. They keep up with all the trends and attend up-to-date classes for credit in their line of cosmetics.
I prefer Clinique and Merle Norman hope you can find something that suits you perfectly!!

A light yet glossy lipgloss, that matches with your skin but pumps your lips! And maybe a light or forest green eye shadow

i dunno,in my opinion i think a nice light shade of green or a pastel blue eyeshadow would look nice,with liquid eyeliner on top lid with thick mascarra...
