That is kind of like putting off studying for tomorrow morning's quiz until late tonight. If you had a day or so you could go into a hardware place and get a replacement for the counterbalance, spring, weight or whatever controls that window. Then you could have taken out the old one, put in the new one, and smeared some paint on everything. At this hour I can't think of much you could do.

Possibly you could rub something like beeswax onto the track to make it kind of sticky and slow down the motion that way.

Don't think you have enough time.

Your window needs new flashing.

Keep the inspectors away from the window or keep the window closed. If you have drapes, keep them closed. Act surprised as if you didn't know there was a problem.

Take your choice.

After all this, they probably won't even open the window. One more question, was the window like this when you moved in?
If so, take it from there.

Good luck, hope you pass inspection ....

An old-fashioned hardware store should have in stock an item that is a flat piece of flexible steel about 4" or 5" long that has a slight bend in it...with the window down, you shove one of those spring-steel doodads against the top/side of the lower window, against the window frame, and shove it down. It acts like wedge, but it stays in place AND IS INVISIBLE.
