I need to know some kind of step-by-step, trouble shooting to figure out what is going on.

There are so many possibities, I can only give you some easy things to check.

First, plug a lamp or something into the same outlet and verify you got power. Then plug the machine back in and turn on the control, do the water fill valves work? (try both hot and cold setting), if water goes in but no wash or spin cycle, check the safety switch, it's actuator, or wiring to this switch. This switch shuts off the agitator or spin cycle if you open the lid. It is usually located somewhere under the top of the machine.

If even the water valves do not operate, there is a problem very early on in the circuitry, such as the plug. cord, connector where the wires attach to the timer switch or the timer switch itself. Also check for an unbalance shut off switch (not all machines have these) .

A lot of machines have a schematic glued to the rear access pannel or stashed behind the control pannel . If you got a multimeter, you can check the connections (do as much checking as possible by measuring continuity, (with the machine unplugged), it is safer than measuring for voltage. If the machine is old, I wouldn't put a lot of time into it. The problem could be as simple as a dead cockroach wedged in the main switch; I'm not joking!

If it is a top load washer and when you lift the top you see a tiny piece of plastic rod that activates the door switch - remove the top panel in the back and push the door switch with your hand while the lid is closed and if it will then start
then that is your problem - just replace the switch. If it is something different, go to http://appliancequickfix.com/

This is a tough questions because you dont give much for info on the machine. How old is it, what is the model number ect....
