Like what time of day and date, does it differ from city to city or state to state?

They can happen at any time of day in most any city or state. Most states allow them and utilize them. However, I would think that there would be a few states that didn't use them regularly or even some that may not use them at all.

In most places that utilize them, they usuallly are concentrated at night, on the weekends, especially in conjunction with holiday weekends.

What ever time the cops think is the best time to raise money and harass people. And violate the bill of rights for a bunch of nosy busy bodies.
