well how do you qualify for the olympics?

It really depends on the sport, and on what country you are in. For instance, in Rythmic Gymnastics, you would have to score high enough in the various international championships. The gymnastics association only allows 20 people to compete in the Olympics (note that it's not true that every country is entitled to compete in every event).

It seems like events that have qualifying heats in the beginning of the Olympics are more lenient, and while the biggest competing countries (USA, China, Australia, etc) have an olympic commitee that determines who will go, other countries have a non-existent olympic program and anyone who wants to could go. There was an Afghani girl in the 100 m race in 2004, and her time was on par with US high school level but not good enough to qualify for the next race. And a few years ago, there was a guy from a country in Africa who attempted the freestyle swim race after only practicing in a small hotel pool.

Well it depends on the sport. What sport are you talking about? On almost anything it's better to start those sports young. But like in figure skating, you need to have like a trainer, coach, etc and go through different competitions, and work your way up to the competitions before the olympics (in the United States) and then the top three go to the Olympics. I'm pretty sure all the other sports kind of work like that too.

Some countries have selection committees and some use competitive trials. There are qualifying standards, but even if no one from the country can qualify they may enter 1 person in each event.

Be have a time under the qualifying time and been in the top three of your country.
or getting a wild card entre
or been in a team sport and winning the companionships in your regeion or been in the host country team.
