Yes it does, its charge is neutral because it is made of sub atomic particles that carry negative and positive charges. Matter always carries a charge.

A neutral atom or molecule is one in which the number of protons (positive charges) equals the number of electrons (negative charges). Therefore the atom does contain electrical charges, both positive and negative, but has no overall net charge because each positive charge is neutralized by a corresponding negative charge.
