It depends on the age of consent. In most countries it's 18, but it may be as high as 21.

18 in most states, 19 in one, 21 in the rest.
People must be able to prove they are of age so the "employer" doesn't get sued or prosecuted.
There is such thing as child abuse and sexual exploitation of a minor.
