I'm not a scientist but I think it would be a question of the weight or mass of the ship to push it through the water at that speed. Of course it would take more power to make it move when it was sitting still but when it got near 3 knots maybe it would take less power to keep it at that speed, Does that make sense?

Not sure what you mean. If you are asking how much horsepower it takes to drive a ship at 3 knots then it depends on the weight of the ship, how much resistance there is(with the wind or against it, current or waves.)
You also have to take into account the design of the ship, well streamlined underwater and how much wind resistance above the water. It will take more horsepower to drive a barge upstream than a destroyer down stream.
