you have to complete driving school to open and after you complete driving,new mission will show at cj new hideout at the old gas station will show a stealing cars mission.after stealing cars, a dollar sign will turn green.the cars you stole will endup at the showroom wang cars.good luck.

GTA 4 is a great game. Way more realistic like when you slam into poles you fly out the windshield. but its all a matter of opinion, i personally loved gta4 have beat it twice but i think it's missing the car customization and tattoos and hair and gym factors like that but those are not really big parts of the game. but overall i would say it is a lot better game. it has amazing graphics, excellent game play definitely a game to purchase.

Finish all 12 driving tests and get up to 70% In every test but i did it and i didn't get any Cesar missions. :/
