The original idea for the mast at the top was to serve as a mooring mast for dirigibles. They are lighter-than-air ships with a frame for the gas bag area. A blimp has no frame inside the gas bag. The idea never worked out because of the persistent high winds at the top of the building, which made it dangerous for passengers to board and unboard from the dirigible's gondala. In the 1950s that tower was turned into a giant transmitting antenna for New York City-based TV stations.
