Lactic Acid is a by product of anaerobic metabolism. When your cells are metabolizing sugar into energy one of the steps along the way is lactic acid but then it is further converted to energy, water and carbon dioxide, this is aerobic metabolism. When you work your cells harder or faster than the can metabolize sugar. The point in the cycle where lactic acid is converted gets backed up causing a build up of lactic acid in the tissues. This is anaerobic metabolism.

Yes, it is the acid found in milk, but it is also the by-product of muscle use and is a waste product that has to be removed by the body.
Also: "During power-intensive exercises such as sprinting, when the rate of demand for energy is high, lactate is produced faster than the ability of the tissues to remove it and lactate concentration begins to rise." This is the major cause of muscle pain.
