I'm kind of confused of what JFK's intention/purpose was for this speech.

What do you think is JFK's purpose or call to action?

Basically, he was saying, "People, don't depend upon the Government for everything; do something for yourself. Give back to the Community."
Of course, that is assuming that the Community gave you something in the first place for you to give back to the Community.

He was addressing the American people at his inauguration. That was the purpose.
