That's not a cat, that's a fox (orange fur with white tips on tail and ears). I don't think that one's from an anime. A google image search turned up the image as a "character description" for someone's fanfiction:

I don't know what character you're talking about but there's a boy in Fruits Baskets who has Orange Hair and Cat Ears.
