What a mean-spirited question. No child is raised by parents alone unless they live in a remote area under a rock. Give me a break - we all contribute to how a child grows up - teachers, doctors, community leaders, neighbors, grandparents, family members, entrepreneurs, etc. etc. etc.

Yes, and no. It means simply that she believes in a Marxist philosophy and wants you to do the same, so she uses phrases like this to pull at peoples emotions. If she were the supreme leader of the United Socialist States of America, she would not be pulling on your heart strings, she would be marching you off to the gulag if you disagreed with her.
Do not be fooled with all of this soft talk, this woman desires to be a dictator, and she has convinced quite a few that she is the right one.
Sad commentary on this great nation wouldn't you say?

Hillary acknowledged that not only that she got this quote/saying & idea from Africa - but that it was, in part, her motivation for the book. The more I read articles/blogs, etc. by Obama supporters, the more amazed I am at how things have changed & in a couple of weeks his campaign of change has blatanly turned into the campaign of in your face & same old politics. Really a shame this is the only way to try & get support now.

I agree somewhat with your assessment.
However, I noticed that one of the other answerers is obviously from the left (synonymous to "Communist" or "Fascist" or "Socialist".
It takes a village to do what? Answer: to take all your hard-earned money away, in taxes, high prices supported by Democrats, etc.
No one helped in any way with my son who had Down's Syndrome. In fact, he could not get any medical care at all. Well, now he is dead: that is the village they are talking about, the one that doesn't care about the poor, the disabled, the disadvantaged.

Probably not. I think it may, however, be code for, "We can raise your children better than you can, you stupid fools."
And I'm serious. And I blame public education for this mentality that teachers and the village know our children better than we do.
That said, I will add that I am fortunate to have my child in a school system that doesn't generally operate that way, so thank goodness, there are still some people with sense in this world.
