Local Government was at fault. They had buses to move people and did not (but notice nagin got out of town) They knew it was headed right for them. And they failed to do anything.

Start with an incompetent governor and an even more incompetent mayor in historically the MOST corrup state in the union other than Rhode Island.

Throw in a total lack of planning or preparedness by said governor and mayor, an inability to think ahead for even three days and then couple that with a grossly delayed request for help from the Federal government.

Was the FEMA response the greatest? Of course not, but the Federal government is NOT the first or even second line of response; it's supposed to be the LAST line of response.

Best part? One of the first things mayor Noggin says is "We've got to get the party rolling again." Really? That's your biggest concern? Wow, how deep and touching. Freaking dolt.

Update: Response to Qwid Pro (next answer below): So, it was all the Feds fault. According to your statement, I guess it was George Bush himself that put Governor Blankhole and Mayor Noggin "in power". Gee, I guess we all missed that complete and total circumvention of the ballot process there in Louisiana. How come that didn't make headlines?

Oh, because it never happened.

It's hilarious (and pitiful) to lay the entirety of blame or even a majority of it on the Feds. What, exactly, was Louisiana's response at either a local or state level? Come to the Superdome to seek shelter? Then what? What was your plan? What were you going to do with all of those people? How are you going to feed them? With the provisions that the Red Cross tried to bring in but you told them "no" to? How were you going to get them out? With the buses that you let submerge? How were you going to handle security? Hmmm.....didn't think of that either, did you? Didn't think AT ALL, is more like it.

Hmmmmmmmm.......guess we didn't think of ANYTHING. Oh, well, let's call the President and blame him for this whole mess since we didn't mandatorily evacuate anyone and didn't ask for Federal assistance until after the fact. Yup, that was ALL the fault of the Federal government especially since they can't go in until the state SPECIFICALLY asks them to. FEMA doesn't have the right to go in pre-emptively (check it out, it's called "the law").

Grow up.

Disorganization, plus the scope of the damage was truly awesome.
Don't forget the hurricane was over when the levee was breached. Poor evacuation planning and poor response by FEMA added to it.
FEMA never should have been made part of Homeland Defense.
They at least learned today FEMA is already out in the flooded midwest, but there are only one thousand displaced people as opposed to 400,000 in New Orleans. A monumental job for anyone. Let alone a man who had no experience in the field of emergency relief.

The "lack of response" began BEFORE Katrina hit. The incompetence, culture of victimhood and sense of entitlement on the part of local officials is what ballooned the consequenses.

In the U.S., there is a thing called sovereignty of states. The Federal Government can only respond when invited in by the state, they can't just go in. So the state and lo can government is to blame. It's also their responsibility to have a certain level of preparedness, but they didn't.

I would say the local and state government. The Fed will only respond to a request for assistance, it is up to the states to formulate their own plans for disasters, and if it gets beyond their control to call for federal assistance.

Look at Nagal, he had all of those buses sitting there slowing filling up with water. What does he do 3 days later? lament the fact that he has no buses!

it was total ineptitude on a number of levels ... and one could point blame in several directions, for several different reasons

I have to believe it has more to do with the enormous size and bureaucracy of the federal government in place now ... from the top down, Bush is reactive without accountability ... and so are the people he put in power to make critical decisions in time of need
