Loaded Words, I absolutely agree ... The Shins are my favorite part of that soundtrack, and their song "Caring Is Creepy" is a good rain song!

you should check out the Garden State soundtrack. It's a great soundtrack from a great movie and nothing better would suit it better than a rainy day. The mood does change slightly, but it is all mellow and is perfect for the situation you're wanting. The first line of the first song is even "well the rain keeps on coming down". Look into it.
The track list is as follows:

Winding Road - Bonnie Somerville
Blue Eyes - Cary Brothers
Don't Panic - Coldplay
I Just Don't Think I'll Ever Get Over You - Colin Hay
Let Go - Frou Frou
Such Great Heights - Iron and Wine
One Of These Things First - Nick Drake
Fair - Remy Zero
Caring Is Creepy - The Shins
New Slang - The Shins
The Only Living Boy In New York - Simon and Garfunkel
In The Waiting Line - Zero 7

I think it depends on if you want to dwell on the rain...or if you want to wish it away.

"Dwell" songs
"Here Comes that Rainy Day Feeling Again" Fortunes
"Only Happy When it Rains" Garbage
"It's Raining Again" Supertramp
"Here Comes the Rain Again" Eurythmics

"Not dwelling" songs
"Make it Rain" Tim Miner
"Pennies from Heaven" many many singers but Bing Crosby might be a good one to start with
"Singing in the Rain" Gene Kelly

Jesus & Mary Chain - Happy When It Rains - too easy to come up with
Eurythmics - Here Comes the Rain Again

I am sick of all this rain myself. I could use some sunshine songs if you have them.
