I've always heard the word "Problematic."

It is one that does not have a simple answer. For example -- the Irish question was problematic for the English in the 19th century -- because every time they thought they had a solution, it made the problem worse.

Iraq is problematic for the current administration -- because there are no easy answers on how to end it.
