Put it in the washer sideways and then put it in the dryer upside down.

I think it is a proportion and shrinking means to maintain that proportion but in a smaller size. So if your shirt measures 15 inches across and 12 inches in length, if it shrinks by a factor of 3 then its new measure will be 5 inches across and 4 inches in length.
To change only in one direction is called an " alteration" and must be done manually.

You can't. Is the shirt cotton? Usually people shrink cotton garments in the washer and dryer but the amount of shrinkage is unpredictable and not something you have a lot of control over. The fabric probably isn't going to shrink one way but not another. A sewing machine is your best bet.

Alright alright, all seriousness aside. If you don't mind a little bother, you can take it out of the drier before it is dry and stretch it long ways and it will automatically shrink sideways. Oh, by the way this only works well for cotton.

Staff Sergeant, you are SOL. Synthetics won't shrink, and cottons and woolens shrink in all directions...

Time to take the shirt to a tailor and have them take it in.
