Why is there brail next to every elevator call button... it is obvious someone will find the button first...! LOL...
Truth: the machines are made by the hundreds/thousands and later are adapted to different places/conditions... It is just easier/cheaper to put it on all of them as long as it is a stamped sign that costs less than having someone figure out which ones should have it or not!
In short signing too much has no practcal consequences besides annoyance. Not signing brings lawsuits!

Simple enough - blind people CAN drive. Or at least, it seems like that when you're on the Interstate sometimes.
Seriously, though, I'd imagine that the ATM's are just manufactured one way - with the Braille keypads and such, regardless of where they are going to be installed.
A worse one is that, a few years back, I walked into my bank, and there was a sign by the door... it read:
