Basically you want a cash advance, but don't want to pay the cash advance fee or the higher interest rate, right?

Do you have good credit, a no or low balance on the credit card, and a good history with them? If so, call and cancel the card. When they ask why, tell them you are getting all these great 0% offers from other cards.

There is a fair chance they will offer you a 0% balance transfer option. Tell them you don't really need a balance transfer, but can they cut you a check? They often will say yes. Make sure to ask about the fee, and ask them to waive or cap it at a reasonable level. Within the last year, 2 cards did this for me and I took the money and bought a high interest short term CD and put some in a high interest online savings account to make the payments with.

If they don't go for that, they'll most likely improve some aspect of the card for you. Maybe interest rate or increase your credit limit.

It sounds as though you are after the cash. Just get a cash advance on the card. The interest rate is lower, or used to be. You can always buy anything a second-hand store would want and get about a fifth of what you are going to end up paying for it on the card.

Simple answer:

Call Wallymart, and tell them you bought a clock radio with your visa last week, you lost the receipt, wonder if they'll give you a cash refund.

Or call them again and say you received a Gift still in the package (of course its something you bought there on your visa) and what is their refund policy, if they only give credit notes, will they refund you Cash difference if you exchange the gift for a bottle of pop? (I'm serious)

They might give the excuse that they will - but only the lowest price on that item over the past 6 months.

Or, they might ask for the CC#, in which case you'll tell them the card isn't with you and you'll deal with it later.
