With out requiring valid ID it is very difficult to detect voter fraud and even more difficult to investigate and or prosecute. One big reason many people want voter ID laws passed. Concerning your #5, the elderly typical have an ID so it is not about suppressing them, Students typically have an id and should just as anyone else has to, either register where they are living and or file an absentee ballot, so requiring ID for them is not an issue, the Latino/Hispanic vote is swinging to the right so that is a non issue not mentioning the fact the legal Hispanics typically have id, and the Black vote, well as with every adult in the country most have valid ID, you cannot drive a car with out id, you cannot get loan with out an id, you cannot rent an apartment or house with out id, basically you cannot do much of anything with out an id so it is not suppressing them. The only real reason anyone would be against voter id is they know voter fraud happens and happens in their favor. funny how you mention Nazis, since it was obama that wanted a National ID (SHOW me your papers! ala Nazi Germany) and a National Police force (the Brown Shirts ala Nazi Germany).

There's no point in giving you the answer if I don't first get you to understand how this complicated decimal system works.
.1 is one tenth of ten, so .1 is 1 over ten in a fraction, 1/10th.
.2
.3
.4
.5 = 5/10, five tenths or one half of one, 1/2 of the value 1.
.6
.7
.8
.9 is nine tenth of ten, so .9 is nine over ten in a fraction, 9/10th of ten = .9
.10 = one tenth of 1. So .10 is the same as 1/10th.
.1 million = one tenth of a million = 100,000
.2
.3
.4
.5
.6 million = six tenths of a million = 600,000
1.0 million = 1 million or 1,000,000
PS: What was the question?

It means six tenths of a million. So the number you have given would read: Eight and six tenth million dollars or jelly beans or whatever. Add four tenths more and you would have nine million.

Eight million, six hundred-thousand.
Dollars, perhaps? Grains of sugar in your sugar bowl? Hairs on your head? Blades of green, green grass inyour front yard? Number of times you expect to be kissed in your lifetime? Stars visible from your bedroom window? Raindrops that fell on your tulips?
Or something else numerous and wonderful?
