Why don't you just throw it away? Lets face it, the person that borrows it, thinks you don't need it and often they won't pay you back.
Much easier to say you don't have any change or that you are scrimping to buy something (new car...ya da ya da).....
Why loan money? There is a reason that it isn't common practice, it is not profitable for you. Ruins friendships, it is annoying and encourages mooching.
Just say no.

Usually if I lend small amounts of money, I consider it a loss and assume they won't pay (unless out of principle). Also, I'm very picky about who I give money to. If the person never pays back, they will also never get a loan from me. Character matters. People need to learn it.

I don't lend money (twice) to people who don't pay it back without being chased up for it. People who 'borrow' money and then treat you badly for asking for it back are liars and are taking advantage of your desire to be liked or your desire to help those less fortunate. Save your money by asking why they can't pay their own bills, its not like they are your kids or employees, what do they do for you. As a final note; if you are a rich person, with no ability to attract friends by being a person people want to be around, and the money is not significant to your assets then do what you feel like. Just don't complain when people treat you like they are not for sale, people who sell their friendship don't want to be reminded of it, so they will often overreact when the implication is made.

Are people asking you for money? If so, make them an offer such as they provide you with something such as a new Compact Disk with you favorite music.
If you are offering them money, you need to decide in advance how to handle it. One way is to decide if it is a gift. A gift you do not want to be returned so there is no problem.

Stop doing it, no matter what the reasons. No matter what. Do you get paid back with interest? People can find extra work, or budget a little better. Just say no.

Tell them that you can't loan money now that you are in rehab because it costs so much. This will get rid of them faster than a speeding bullet.
