Yes. It's called insurance fraud.

Well, yes... it depends on how you look at it. A few years ago, the state senate changed the laws to make the insurance companies happy. Here's what the new law says in a nutshell:

Let's say you're the head of household and you have children or a spouse who have a learners permit or a license, but do NOT drive your car or ANY car at all.

The insurance company can now simply force you to add these people to your policy or they can cancel your policy. In fact, they can simply add them and charge you. So you end up paying more by having someone with a drivers licence live in your household, even if they never touch your vehicle. They can even force you if the person doesn't live with you!!! but lives within a one hour drive radius from your house.

I have complained about this to the state's insurance dept and they confirmed that this is what the new laws allow. Compliments of the state legislature.
