Due to an unfortunate accident, my neighbor Fritz has been blind for several years. He drinks quite heavily and has not accepted the new life that he has been forced to live. I do feel for him but I have had to replace my front window 4 times because of his random gunfire.

I have talked to the police but they say they can do nothing as long as he is in his driveway (it's painted blue and has the state approved handicap signage) and has the handicapped tag on his neck.

Somehow this just doesn't seem right.

Being blind and being in a handicapped zone are both irrelevant. Being on his own property may be an issue is CRIMINAL law. Your case is actually a CIVIL case that has nothing to do with the police. You need to sue him for damage to your property.
The only things you need to prove are:
1. He fired the gun.
2. Your window was shattered as a result of him firing the gun.
3. It is reasonable to anticipate firing the gun would result in damage to your property.

I have never hear of a city where it is legal for ANYONE to fire a gun except in self defense or on a firing range.

Well, you should become a raging alcoholic, and then you can claim you're disabled, get your own handicapped space, and shoot back from there (make sure you do it while loaded, though - both you AND the gun!).

You should write to your local legislator. Explain the situation and see if there are any laws that will work in your favor. If not, ask them to write one up.
