Every year, starting in the 1950's, hurricanes were given female names. In the 1960's, I believe, they started giving both male and female names. There is an alphabetical list each storm season that go from A-Z, naming anything at or above tropical storm level. The names switch between gender, the stating gender depends on the year. Tropical depressions and lower are simply given numbers. Once all 26 letters of the alphabet are used (or the numbers that replace the name), the system goes into the Greek alphabet, as we noticed in 2005. Some names like Andrew and Camille are retired, because they are associated with particularly powerful and/or devastating storms.

Named through the alphabet from first letter beginning with 'A'. Next hurrican will start with 'B' and onwards.
Any hurricane resulting in major catastrophe has its name rejected for naming any future hurricane.

The exact system differs depending on what part of the world you're talking about. But what they ALL have in common is that they use a pre-defined list or cycle of lists. The National Hurricane Center link (below) explains it all, and much better than I can. Hope that helps!

American meteorologists name them in alphabetical order of formation in each season. Names alternate in successive seasons between girls' names (e.g. Rita) and boys' names (e.g. Dean).
Note however that many names are allocated to incipient storms that never develop into full hurricanes, so hurricane Dean is not necessarily the 4th actual hurricane of the season (in fact, it was the first major one).

They take the next name off a list approved by the World Meteorological Organisation. There is a list for every hurricane/typhoon/tropical cyclone warning centre in the world. Look here:

Hurricanes get their names from a table created by the U.S. government.
So this way the next hurricane gets the next name on the table.
