Is it possible for a commercial garage...?

Is it possible for a commercial garage (for example: pep boys etc), to open a new engine cover and to take off the new parts and replace them with old ones?

Anything is possible, but not likely. Too much work to save a buck

If you suspect that, go to a mechanic you trust and watch while he checks. It won't be free.
