I need to design a device that I can build at home that will keep a standard-sized ice cube from melting in boiling water for 3 minutes.

hmmmm im 15 so...yea, but u can take take an ice 6 flexble ice packs form them into a square with something hallow inside. then you put the ice inside with some salt. then wrap the ice pack with tin foil. not an expert but who knows

the same Q??? insalation is the key how about you make your contraption andadd rock salt like they use with ice ream or a mini ice cream model to put your ice in!!!!!

I'd go by trial and error.. Try some basic household materials. I want to know what works if you find out..
