I can't find the statute itself, but the "graduated driving safety system" law apparently was amended effective July 1, 2007. to permit the Secretary of State to suspend or refuse to issue a driver's license to a student who does not "maintain attendance" in school. I don't know who or how this is defined, but the Secretary of State's office can probably answer the question. See brochure.
