It's unlikely that a tornado will hit in the actual city limits of Chicago. The large buildings diffuse the winds before they have a chance to accumulate. That's why tornadoes are usually in flat, open areas like Plainfield, Ill., etc. Tornados in big cities are pretty rare and unlikely because of this. Now there was a tornado in downtown Miami once, but that's primarily because Miami is right near the ocean and the tornado has time and space to build strength and speed.
Note that I said "unlikely". It is possible for a big tornado to hit Chicago but it hasn't happened yet. It is possible for a big tornado to form off the lake and come inland, but the conditions have to be just right. But the landscape of the city has something to do with why no tornadoes have never really hit the Chicago (I'm not talking about suburbs which are NOT Chicago)
Below is a link to a website by the Emergency Medical Services Authority that addresses this.

Yes, it is possible for Chicago to have a tornado...tornadoes are very common in the Midwest. Chicago has been hit by tornadoes before.
There is a tornado watch in effect until around 4:15 p.m. Best to stay inside until the weather clears up a bit.

Yes, the weather forecasters always say it's possible and we have been hit in the past. I think we were 5 mph short of Level 1 hurricane strength winds at times yesterday (Aug. 23rd). It's safe out now. Calling for storms again, but nothing like this was.

Watch the news...the storm is already headed to Indiana. It may not have been a tornado, but is was definitely a severe storm that just went thru. If you go outside, be careful for down wires and debris.

in conclusion, yes, a tornado can happen anywhere...although chicago isn't necessarily in the middle of "tornado alley", it can still happen.
