if you already have a BA and want to get another in another major? Will courses transferring from the previous college transfer over and count for a second degree?
Or do you recommend going to a community college with no record of a BA and transferring from there?
Does this really matter? And are there any ways to just submit a portion of a transcript from a college?

No, it does not look bad - or good. It simply doesn't matter....
What would transfer would basically be depended upon the policy of the receiving college. Most likely, your first two years will transfer 100% as if you were a graduate of a community college of the AA degree. Some colleges have maximum allowed transfer credit, so the rest is uncertain.
The best thing you can do is to contact the prospective college and setup an appointment to evaluate your transcript.

If you already have a BA your best bet is to get your Masters degree. I am an enrollment counselor for the University of Phoenix so I deal with this situation a lot. You can get your masters in any field you want as long as you already have that BA. Going to a community college would be a step in the wrong direction because associates do not carry much weight as far as employers are concerned also, earning your Masters degree would take less time. Transferring colleges is absolutely fine just make sure the school you transfer into is REGIONALLY accredited. (this is the highest accreditationa school can have). Hope this helps!

no they say you have to take 32 more credits in the new field to receive the 2nd degree.
don't go from a community college because they sometime don't accept as many course as they would from a four college. you would have to take a whole lot more classes to get the second degree.
no they look at all the classes that are on that transcript. if you have an outside transcript from another college that is not part of your degree then it won't matter.

No, it won't look bad if you are trying to get a second degree. Best to be honest and upfront about things. As far as I know a transcript always shows all your courses and grades. As to whether it matters, it depends on the reason you are asking. Is it because you have bad grades on your transcript? In my experience, it is always better to be honest and to explain any problems on your transcript.

Be honest when you are applying. Another option for you would be to get a master's degree in the major that you are interested in. A lot of master's programs do not require a bachelors degree in the same discipline.
