Have you used any type of soap? Some soaps are very harsh. Consider that if you used a different type of soap on him. Other possible irritants on sensitive skin can be chlorine, if he used a pool.
It sounds like irritation due to something. On the other hand, infections usually aren't just red, but usually leave something like a liquid or something dirty.
My advice is to pull the foreskin back and have him (or you, I don't know his age) and wash and rinse it well, but gently. Once he's done shower, make sure he dries it up well, too (bacteria has a tough time growing in dry conditions). Otherwise, see if it improves over a few days. Obviously, if it's really bad, take him to the doctor. Or if it doesn't improve, that, too. If you take him to the doctor, just have them give you a cream to help and it should go away. He doesn't need surgery (it'd be a painful recovery for him anyways), despite what some doctors may push for. The following link should be of help:

This is common. It just needs a regular cleaning and it will go back to normal. I taught my son to clean his own penis when he was 4. Before that, I had to do it and he fought me every time. But now he knows to pull back the foreskin himself and clean it every time he takes a bath. If your son is old enough to clean it, teach him how. After the first cleaning the redness may not all go away, but you can give him 2 baths a day and it will clear up after the 2nd or 3rd day. I read some literature online that said boys do not need to clean under their foreskin until puberty, but personal experience has told me otherwise.
At his age, your son probably cannot fully retract the foreskin, that's okay, don't force it. Just pull it back as far as it goes and don't force it further. Clean up to that point with a soft washcloth and remove any white buildup that's under there. Eventually, the foreskin will stretch and he will be able to pull it back completely, but that may not happen for years.
The redness is just a minor skin irritation that is caused by the penis tip soaking in urine (either from a diaper or his underwear, since young boys always seem to have that last drip of pee go in his underwear). Daily cleaning will keep this from happening again.

Take him to a doctor immediately. I don't know how old he is, but it could be an infection or diaper rash related. If he's under the age of 3 it may not be a good idea to use topical creams meant for adults... so just talk to your child's physician and get a professional opinion.

hey i know! happened with me when i wz a lil kid...
he's got infection...well foremost thing to do!! Take him to a doc!! otherwise might be bad...though usually it heals if u take good care...
after pee-ing ask ur son to wash his penis properly and not leave any pee in between his foreskin and advise him not to touch his penis too much!

This doesn't make any sense at all. You pulled his foreskin back, and he is circumcised? If he is circumcised, he doesn't have a foreskin.
Quit messing with his "junk". Wash it with mild soap, and leave it alone.

sounds like a yeast infection, from the redness youmentions. he should get better with some antifungal cream. these things happen, he and you should be fine soon.

poor kid.
some where saying to circumsise him...but there is no reason to put him thru unneeded pain for a relitivly pointless procedure.
