I have tried CTRL + F11 but it doesn't work. When exactly am i supposed to press it? I dont have any disks with it.

If you're talking about the hidden restore feature Dell put on some of it's computers, it's not always there. The feature was supposed to be available on new Dell computers that had Symantec bundled. But due to contracts and other Dell problems, some computers had McAfee or Tend Micro instead of Symantec so the F11 restore was never included. These Dell articles give more info:

system restore has nothing to do with pressing CTRL+F11.
System Restore is in Start>Programs>Accessories>System Tools.

Go to Start-All Programs- Accessories-System Tools- Here is were you do System Restore.
Control F-11 doesn't do a System Restore.
