Technically NO!!!!
but in drawing one the pencil starts at a point - draws the circle and ends at the same point.

Joke!!!
How many sides has a circle?
Two - INside and OUTside.

Of course there is, any point on the circle can be the start which is itself the end as well.

When you're drawing it, yes.
Once it's drawn (properly, of course), no.
It's kind of a stupid question, not to insult you, but really, everything has a start and an end, no matter what. You may learn in math class that a circle has no end and no begining, but then, where did it come from, everything begins somewhere, am I right?
