Anyway like everyone said - it's the law. The law was laid down during the Meiji Period (1867-1912) forbidding the revealing of women and men's genitals. The Meiji Period's prudeness stems from Japanese leaders of the time trying to adapt to (prudish) Western standards of the day. This is also when public bath houses and onsens (hot springs) were seperated between the sexes.
The censors apparently have relaxed more in recent times as the mosaics are smaller and less obscuring. I once saw an American porn video from the late 80s given the Japanese censor treatment and the mosaics were so huge you couldn't tell if the people were having sex under the mosaic or knitting a sweater!
Even manga sex scenes have mosaics.

It's a long story. Even showing pubic hair was illegal in Japan before.
But medias and artists, especially magazines and photographers, were thinking it is a freedom invasion of expression. And the law didn't/doesn't define what is immoral or indecent.
I don't remember exactly when, probably before the last bubble economy (late 80s), one magazine publisher tried to break the law.
They showed pubic hair in their magazine.
Of course Japanese police tried to arrest them. But soon other publishers followed the 1st courageous publishing company.
They tried tried tired to publish....every week.
Finally police gave up to catch them.
It was the victory of the medias and photographers.
Pixels are just a self-imposed control by manufacturer, not a censorship.

I don't watch any of that genre because much of it is censored. I don't think it's to be a tease because there are much sexier ways to be a tease while showing just as much. There must be some social stigma or law against visual penetration.
Now, if citizens from these regions download porn from other areas, like Germany, they can see all they're not supposed to....plus much more

♡Besides being the law in Japan, I think it has to do with the pubic hair also as well as the genitals they don't want to show... I heard that someplace, from someone, so I could be wrong....But...?? And no, it's not for a teasing effect either, just the law.♡

Mainstream pornographers use mosaic to avoid legal problems. The obscenity law is vague and it's application capricious, but those who use mosaic are never charged. One can go without mosaic and then plead artistic expression, etc., in court, but your average smut-monger does not want that hassle. There is a whole genre of mosaic-free underground porn in Japan.

Because it's a law in Japan. If you see Japanese porn that is uncensored either it was done out of Japan or the producers broke the law (most likely to happen on the internet than on a DVD).

Because it's illegal in Japan to show genitals in films and photos (which is not to say it's not done).
Not long time ago, even showing pubic hair was illegal, but that's no longer the case.

I've wondered the same thing.....I mean I thought that the Japanese were more natural and casual about sex than a western country like the U.S.....so I think censoring it is lame....
Why can we buy a (name of male genital) figurine and figurines of a man and woman in a compromising position etc., but yet they do that to the porn? I've seen those things in many stores. But I don't know.
