I moved to Denver from the east coast, and I've noticed the same thing. You see a lot of homeless people in the 16th St. Mall area and a heck of a lot of them seem to be in those motorized wheelchairs.
It struck me so much that I asked someone who's been here longer than me, and he thought people gravitated to Denver because it's a liberal city with good weather most of the year and something about programs in the city to help people, maybe disabled vets, with all those wheelchairs around...
Good question, one I'd ask myself! :o)

Denver has no where near the highest numbers of homeless people. In fact, I can only think of one or two spots in town where you can usually a homeless person, and these are the areas with the shelters.

I don't think there's more per capita in Denver than any other large metropolitan area.
