Nope. Hooters is like...family fare here in TX and when you go there are moms and dads and kids everywhere. Boobies rule!

Women, and families do go there, but it probably isn't a good idea.
At that age a boy is very hormonal and very interested in girls. How he sees girls will shape how he treats girls. If he sees girls in a Hooters type setting and format, he might look at them as just sex objects and objectify them. It could also lead him to want to start looking at pornography and who knows what else.
But if he realizes that girls are more than just a "hot bod" and breasts, then he might learn to respect girls from an early age, realize there is more to them than just eye candy, and it might also prevent him from getting into porn and things of the like.
If you really like the food there, then just get it to go that way he can still have the food, but you avoid this whole issue.

Males are visual beings, but you don't want the kid to get used to objectifying women. He will naturally be attracted to women that are fully clothed - no need for the extra exposure. His hormones are already raging at this age.

I think that it's good for him, so he feels welcomed by the person taking him, and it'll make him feel like the young man he is becoming to be.

Well, it should be ok, BUT I took my nephew there who was 13 and this woman waved her boobs in his face & laughed! I was so mad!
