Not too tight, but maybe loose.
Sounds like you need your tires balanced

I think the person did not tighten the lug nut. Take a wrench and check all your lug nuts ASAP. Otherwise the tire might pop out while you are driving.

Try getting ur wheels balanced......I noticed that only the females who left you answers that they could be too tight. Theres no such thing as a wheel being on too tight......If you're going at a fast speed and its making that noise it could be cause you need a balance. But, if it continues to make the noise it could be something more minor.

When the tire is rotated it changes the wear pattern. Your tire is now being worn in a different spot, usually the high parts of the tread. It should stop after a while. A tire that is noticeable is shot, If you have to replace the tire, its wise to replace all 4.

Take it back to the shop. I had a problem once where they put the hubcap back on and didn't tighten up the lug nuts, only two of them, it could happen again..
But let them determine why you are having trouble, once they did the work. good luck.

Go back to the shop and tell them your concerns... there might be a loose lug-nut or the tires needs to be properly balanced.
... if you go back to the same place that did it - they shouldn't charge you for a mistake they made. If you go to a different shop - then you'll have to pay for a whole new service-tech to fix it.

Please for your own safety- take it back to where they rotated them right away. It could be too tight, or even worse- too loose.
If you can't take it back right away, look at all the lug nuts too see if they are allright.
