I don't believe that any one person can really be considered the founder of developmental psychology. The notion of individuals going through specific stages of development predates the field of psychology. Philosophers such as Descartes, John Locke and Rousseau commented on children's innate behaviour and readiness to learn. The first psychologist to talk about human stages of development may have been G. Stanley Hall. His theories were based on maturational stages, but have not stood the test of time. Freud, of course, also talked about developmental stages. All of these men paved the way for the more modern developmentalists, such as Piaget and Vygotsky, who began taking an empirical approach to the study of development. But it would be a stretch to say any of them was the "founder."

my first thought was Piaget. But the internet says William Stern was a "neglected founder of developmental psych". I don't remember learning about Stern, so I would go with Piaget.

I think this is a collective term that includes developmental stages such as Piaget and Erikson describe and a lot of other theorists--Skinner, etc.
