use litmus paper. the more vibrant the color change, the stronger the acid or base. you could also just test its PH level.

Experimentally, make up a 0.1M solution and test with pH paper. If the pH is "halfway" between 0 and 7, it is a weak acid. If it is part way between 7 and 14, it is a weak base.

Consulting a handbook, if Ka or Kb is less than 1.00, then it is a weak acid or base.
