That's a darn good question! :^)

My guess is that it has to do with money. Having interstates would bring Hawaii more federal funding. No interstates = no interstate funding.

Inter (in) state highways the term used first within the proper United States. They are multi-laned freeways. Because of the amount of traffic in Hawaii, there was a need to build interstate highways there.
