Just clean out the mud and get new gravel that will drain out like it should! Good Luck!

Yes. The stone forms a "french drain" which keeps the rain water from building up and coming into the windows. Basically, it allows the water to go below the windows.

Not if it's clean. But be sure to get the level of the "mud" down. and clean the drain if it needs it.
