Covalent bonds involve a pair of atoms whose shared electrons are in orbit between the atoms forming the bond. Because of this, the two atoms are attached directly to one another. Ionic bonds are not actually "bonds", but rather a pair of atoms donating and accepting one or more electrons. There are no electrons between them and they are not actually bonded to one another.

Atoms of elements have what is called electronegativity, which is the affinity for electrons in a shared pair. The highest electronegativity is F = 4.0 and the lowest is 0.7 for Cs. If F forms F2 molecules, the bond is nonpolar covalent, because each has the same electronegativity, no matter how high. If Cs and F "share" electrons, the electrons are so dominated by F that the bond is essentially ionic. Because electronegativities are all over the place in between, and because there are so many different bonds between two atoms, the result is a continuum.

The statement is just saying that on the polar range scale, covalent bonds are the ones between non polar covalent and ionic bonds.
