when the lines are long 50-60 people, and do I need a permit or something and would it be legal?

There is a guy in the Boston area who makes meat pies from his home country (somewhere in the Mideast) and sells them to the cab drivers at Logan Airport. He sells out as many as he brings there and the cabbies from that part of the world are delighted to have a familiar treat as lunch. The cabbie line is kind of a captive market too since once a cab is in line they can't risk going out of line or they will lose their place.

He did get a permit and he does make them in a community kitchen that is certified as clean.

That is a fantastic idea! I hope you do it and make lots of money. It will keep the patrons calm while they're waiting in line to be abused by the DMV peeps. Awesome! I gave you a star for your question! (what about having a cooler that's stocked with soda and/or bottled water?) I'll bet they love some coffee too. Oops! Sorry. I got carried away. My imagination would have you pulling into the DMV parking lot with a big lunch truck, setting out your tables & chairs.

Anyway. . . good luck! (I say: go do it until you're forced to stop)

Can you? Yes. Is it legal? No.

All around LA you'll see people selling food - great examples are Sunset Junction last weekend, or in front of the Hollywood / Highland mall. No letter grade = no permit. No permit = illegal, but LAPD doesn't seem to be targeting these folks. So you could probably get away with it, but it is not legal without a permit.
