In a sense, it is brain washing, I suppose. The military does this when they "build up" a soldier. But, the soldier is willingly letting himself be "reformed" to become something more than he or she was before. Without getting into the morality of building soldiers for war, we can get from this that if the individual is willingly being "reformed", or "reprogrammed", then it is ok.
We are all responsible for our own growth and development. We are sometimes limited in what we can achieve on our own. Sometimes it makes sense to submit ourselves to a larger group of people or ideals that represents what we want to become. This happens every year as students seek out a college or university that fits them. They have decided that the University system creates better individuals, so they submit themselves for processing.
It is the interactive aspect that makes it ok. The individual made the choice to be there, and the individual puts in conscious effort to make the changes to himself or herself.
The truth/society question is a whole subject, and should probably be asked as a separate--though related--question. Society, though, is our environment, and so helps shape us. We get to decide which parts of society we interact with most often...

It depends on how you take the word reform. You can try to convince someone, this is not brain washing. You can reason with him/her, show your points, your arguments. You may succeed or not, that's how life works.
Facts are facts, we have to deal with them, whether we agree with them or not. I don't like wars and injustice, but they do exist. I can do my best to eradicate them, but it'd be silly to pretend they don't exist.
As truth, I don't think i varies from time to time, what varies is how people deal and accept truth. The truth is only one, but people's attitude towards truth is different, depends on their beliefs and, frequently, their interests.
We shouldn't rebel against society, we live in an interdependent world, we must accept this. But we should everything we can and and is ethical and fair to change what, in our opinion is wrong. Of course, always respecting other point of views, no one owns the truth.

i used to think i was "institutionalized" because all i wanted was to get away from the abusive adults in my life,so what i did was run away and get into as much trouble as i could so i wouldnt haveb to go home.but when i was locked up all i did was fight against the system......now i have no job skills,no work history,no idea how to maintain a lifestyle out side prison walls,....what you are talking about doing is istitutionalizing the population....i was wrong..i'm not institutionalized...the society out here is....no one can make it without being programed from a young age....name all the things we are required to do as children and teenagers and it all involves something that can be described as an institution.....so the ones you want to brain wash into being sheep are the ones commiting suicide or murdering a bunch of people or their families......so what is the truth...what is the question....
