There was contention over the choice of the eagle to symbolize the USA; Ben Franklin made an argument for the wild turkey which he considered a noble bird, but the eagle won the vote. Nay-sayers didn't like the symbolism of a bird of prey that swoops down on smaller animals and grabs them with sharp talons. I guess turkeys have to eat too, though, and the poor bugs they snap up get just as well digested in the gizzard of the turkey as do the fish and mice in belly of the eagle.
Hawks are such beautiful birds -- well, most birds are in one way or another. But hawks are so graceful, give such an impression of independence and power.

The raspy cry of the Red-tailed Hawk is used in movies to represent any eagle or hawk anywhere in the world.
But for the symbolism...ask a poet or writing coach/teacher.
