That is just a question of shopping around, and what your needs are for the laptop. Features equal cost...
A friend of mine just bought a $500 HP laptop, which I love...
However, I also figured out that he needs to spend a couple hundred extra to "activate" the MS Office that was "included" on the laptop.
Me, I get by with a simple Palm Zire 21, it's color, and can synch to my home PC.

There is no such thing as both best and cheapest. This is a contradiction if there ever was one.
As you add more capabilities, speed, storage space, etc you add cost - just like it is with everything else.
You really want the unit that is most suitable for you at the lowest cost.
The most suitable for you depends upon how you use it.
No one can tell you what fits your needs until you describe how you use it.

The best laptop computer is a Toshiba Satellite M65-S9092. I have one, and I love it. I would highly recommend it.
