the 64mb video card will perform better because it has 4 times the band width of a pci card even though it has less ram. As fps are what most gamers go by you will get a lower fps for a pci card than a 4x agp.
To explain this you need to understand the bandwidth of applications. A pci slot only moves and a 1x speed where a agp 4x slot moves 4 times faster and there can carry your graphics faster with a faster response time than a slow 1 x pci slot.

4x AGP has much higher bandwidth. The AGP card will run games faster even if the PCI card has 128mb on a constricted bus.
