Well, I don't think that Yahoo! has said anything other than you need to show that you're an expert in a particular category.

On previous questions asked about this, others have said that you:
1- Have to have answered 45 questions in the last 30 days in a particular category
and
2- Have 10% best answers

They state this as fact, but don't cite any sources, so I don't know where that information came from or if they just made it up.
You definitely have to be active in a particular category...how active is up to debate.
