Dublin 24 is the postcode.
Dublin is the only part of the Republic with anything resembling postcodes. I live in the west, and here we don't even have house numbers outside of the towns. So when I moved to my current rural location, the first thing I did was go to the village post office and explain to the Post Mistress who I was, gave them my partner's name also (as he's not Irish it had to be spelled out for them) and told them whose house we were buying and shortly moving into. Didn't have any problems after that with the local post, but we did with Interlink Express and DHL, who refused to deliver because they couldn't see where we were. Now we get the sender to put a phone number on the outside of the box or parcel so that the delivery service can phone us for directions.

its dub 24 there are plans to bring in a five digit zip as in most country's believe it or not this is is to facilitate for Internet as most services will not recognize dub 24 dub 5 dub 4 so soon you could be living in Dub 12345

Postcodes are a UK thing as they're assigned by the Royal Mail.
I believe the postal service in the Republic of Ireland has a similar system, but it's more based on the US Zip-code system than the UK Post-code system.
