A high percentage. Probably a lot of powder cocaine and illegally used prescription meds.

I don't know, but I would guess that the overwhelming majority are. Based on "high-powered" and "put[ting] up that act", I would say all.
However, marijuana IS A DRUG, A POWERFUL HALLUCIGEN. As to its being "just a illegal plant", so is cocaine (coca plant) and heroin "poppy plant", peyote (a hallucigenic mushroom). PCP, angel dust, etc., are chemical concoctions, but all of them are drugs.
Then there is the most common drug of all, alcohol, again, made from plants, albeit "legal plants".

Many I am sure.

Additionally I don’t think any person on any kind of mood altering or stabilizing drug legal or otherwise should be in any kind of decision making position in the government.

Only someone who is trying to justify their illegal drug use would ask such a question. Either that, or they've got too much time on their hands.
